POSITION OVERVIEW
The Baltimore City Health Department (BCHD) seeks a Deputy Commissioner of Aging and Community Support, who will also serve as the Director of the Area Agency on Aging (AAA).Founded in 1793, BCHD is the oldest health department in the country, with over 800 employees and an annual budget of $208 million that aims to protect health, eliminate disparities, and ensure the well\-being of every resident of Baltimore through education, advocacy, and direct service delivery. BCHD's wide\-ranging responsibilities include maternal and child health, youth wellness, school health, aging services, animal control, restaurant inspections, violence prevention, emergency preparedness, STI/HIV treatment, and acute and chronic disease prevention. As Director of the AAA, the Deputy Commissioner will lead efforts to integrate aging services with public health initiatives, ensuring Baltimore's older adults have equitable access to essential health and social services. This position requires a visionary leader capable of fostering partnerships across sectors, managing diverse teams, and driving innovative solutions to address the needs of an aging population. ESSENTIAL FUNCTIONS
• Advocate for older adults, securing funding and addressing critical issues that impact their health and well\-being.
• Serve as a liaison to older constituents, governmental agencies, universities, and professional groups, fostering collaborations between aging services and public health systems.
• Ensure compliance with the Americans with Disabilities Act (ADA) and the Older Americans Act (OAA).
• Lead and manage advisory councils or interagency coalitions to advance aging services in accordance with Baltimore City Code.
• Oversee a computerized management information system for client tracking and resource development.
• Negotiate and manage contracts with service providers, including legal assistance, volunteer services, and food access programs
• Implement and evaluate health and social services programming, recommending program improvements and developing new initiatives aligned with public health objectives.
• Ensure compliance with fiscal and programmatic requirements, including grants and third\-party billing.
• Serve as a Court\-ordered Guardian of Person for individuals aged 65\+ deemed incompetent and requiring placement.
• Coordinate services, including supportive care, nutrition programs, in\-home support, home\-delivered meals, social service programs, the State Health Insurance Program (SHIP), the Long\-Term Care Ombudsman Program, Medicaid Waiver case management, and oversee the Aging and Disability Resource Center (ADRC).
• Direct outreach efforts to identify individuals eligible for OAA program, which includes all Title III and VII programming.
• Oversee the development of grant applications, program budgets, and related fiscal activities.
• Provide oversight for city\-operated senior centers, including leases, grants, and large\-scale capital projects.
• Serve on the BCHD Incident Management Team during emergencies.
• Represent the agency as needed in city\-wide and state\-wide initiatives.
• Supervise a team of 200 or more individuals and volunteers employed within the Division of Aging and Community Support.
• Perform other duties as assigned by the Commissioner of Health or their designee.
EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION: Master’s degree in public health, social work, gerontology, business management, public administration, or a related field from an accredited institution.
EXPERIENCE: Five (5\) to seven (7\) years of supervisory experience, including grant management and familiarity with OAA\-funded programs or an equivalent combination of education and experience. Experience working in or with a local health department, with demonstrated success aligning aging services with public health initiatives. Experience working within a governmental entity is preferred.
KNOWLEDGE, SKILLS, AND ABILITIES:• Knowledge of public health systems, aging services, and social determinants of health as they impact older adults.
• Ability to develop cross\-sector partnerships and lead initiatives integrating public health and aging services, including brain health or harm reduction programming.
• Strong organizational, communication, and leadership skills, with experience managing large teams and budgets.
