Job Summary As a function of the Waupaca County Department of Human Services, the Department of Human Services Deputy Director assists the Director in administering the functions of the Department of Human Services. This position performs related duties including supervising the work activities of Human Services Managers, evaluating program services, developing budget, strategic planning and organizational effectiveness initiatives. This position further acts as the Director in the Director's absence and performs other duties as assigned. Essential Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all\-inclusive. Other duties may be required and assigned. Monitor programs, policies, standards and operation procedures with the Director; In the absence of the Director, provides leadership and oversight to the Department of Human Services; Leads staff in the investigation and resolution of customer and consumer grievances and complaints; Manages collaborative workgroups related to such topics as employee engagement, retention and others as created/assigned; With the Director, Managers, and Supervisors, ensures that the residents of Waupaca County requiring the support of the Department of Human Services receive prompt, quality and effective services; Assists the Director in developing and updating of administrative policies and procedures and oversees implementation of those policies; With the Director, participates in and promotes collaborative long\-term planning, goal setting, and review of service needs and outcomes to ensure effective and efficient service delivery in accordance with federal, state, and local laws and regulations; At the direction of the Director, represents the Department in communications and meetings with state agencies and other organizations, groups, and committees, to both communicate the preferences of Waupaca County and to keep informed of issues that may affect County Human Services programs; With the Director, Managers, and Supervisors, oversees the incorporation of the Department's vision, mission, and values into the goals and practices of its staff; Keeps the Director informed of issues and needs within the Department, and performs other duties and carries out special projects as assigned by the Director; Represents the Department in personnel matters. Evaluate employees' work performance, recommend termination, investigate complaints, oversee and approve departmental personnel actions, including hiring, discipline, promotions, transfers, and FMLA; Assist the Director in developing the Department's budget. Monitor department expenditures and revenues for compliance with budget and mandates; Attend and participate in a variety of meetings. Represent the Department before County committees, boards, public and private agencies and community resources. Prepare and give public presentations and reports. Advise and provide information to committees, agencies, and resources regarding agency functions; Oversee agency grievance policy and process; receive and respond to client complaints and requests. Interview clients regarding complaints and special needs including appeals and rehabilitation reviews, as directed; Act as a back up to the Director in the role of chief records officer for the Department; Lead the Waupaca County Department of Human Services grant writing team. Additional tasks and responsibilities; While the following tasks are necessary for the work of the Department, they are not an essential part of the position and may also be performed by other managers and supervisors; Authorize certain monthly bills and expenses; With the Director, Managers, and Supervisors, ensures that all state and federal mandates are carried out in accordance with established requirements; Implements and oversees Organizational Effectiveness and Quality Improvement initiatives; Ensures with the Director that the goals, objectives, and values of the Department of Human Services are developed and carried out in the services and supports provided through each division; Ensures that the policies and procedures of the Department are consistently carried out; Ensures that the Director of Human Services is kept informed of issues and needs within the Department of Human Services. Qualifications EDUCATION: Graduation from a recognized college or university with a bachelor's degree in psychology, sociology, social work, or closely related field. Master's Degree in social work, psychology, or closely related field required. EXPERIENCE: Experience in the providing mental health services required. Five years of responsible work experience in budgeting, planning, and program management in human services, county government or a closely related field, three of which were supervisory in nature. Grant writing experience preferred. SPECIAL REQUIREMENTS: Possessing a valid Wisconsin Social Work Certification or actively working toward certification is preferred but not required. Knowledge, Skills \& Abilities Knowledge of Trauma Informed Care principles. Knowledge of Chapter 48 Children's Code. Knowledge of eWiSACWIS. Ability to maintain accurate and detailed records. Ability to follow written and oral instructions. Ability to communicate effectively and orally and in writing. Ability to establish and maintain effective working relationships. Ability to maintain agency confidentiality. Must have available transportation to perform responsibilities.
