Professional and managerial work assisting the Development Services Director and other related functions of the Development Services Department. Manages, directs, and coordinates specialized planning, zoning, code enforcement, development review, and building functions, as assigned, including work in leading comprehensive plan and land development code amendments.

In the absence of the Development Services Director this position assumes their responsibilities as needed.
Oversight of Planning and Development, Development Review, Building, and Code Enforcement Division Managers as assigned.
Leads initiatives for special planning projects, comprehensive plan and land development code amendments.
Leads in the development, implementation and monitoring of long\-term plans, goals and objectives focused on achieving the County’s priorities.
Presents items before the Board of County Commissioners, Planning and Zoning Commission, and other boards or commissions as necessary.
Participates in the development of the annual department budget.
Initiates and recommends, for final approval by the Department Director, hiring, termination, performance evaluation, disciplinary and/or commendatory action of assigned staff.
Coordinates with the County Attorney’s office on issues related to planning, zoning, development review, building, and code enforcement.
Develops Long Range Plan policy and coordinates and collaborates with other departments to implement changes to the comprehensive plan and land development code.
Coordinates with Purchasing for review of contracts, work orders, change orders, bid documents and various agenda items for Board of County Commissioners’ approval.
Receives and responds to public inquiries and requests for assistance regarding current or planned projects and takes appropriate action to resolve problems.
Coordinates inter\-local cooperation and agreements with all municipalities within Seminole County and serves on boards as necessary. Additional Duties

Minimum Qualifications
--------------------------
Bachelor’s degree in public administration, Planning, Engineering or Business Administration and ten (10\) years of related experience required; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.
AICP or PE preferred.
• A comparable amount of education, training, or experience may be substituted for the minimum qualifications.*
Additional Requirements

Ability to plan, organize and direct effectively.
Ability to communicate effectively, both orally and in writing with assigned staff, supervisors, elected officials and the general public.
Knowledge of Microsoft Office: Word, Excel, Outlook and PowerPoint.
Must possess and maintain a valid Florida Driver’s License.
All employees must attend Seminole County Required Trainings.
Department Specific trainings per position may be required.
